Republic of Singapore Deputy Prime Minister Visits Brunei Rotary Engineering Sdn Bhd and Brunei fertilizer Industries Sdn Bhd Plant to Stregthen Bilateral Collaboration in Energy and Industrial Development


SPARK Centre, Seria — Brunei Rotary Engineering Sdn Bhd (BRE) on 30 September 2025 welcomed His Excellency Mr. Gan Kim Yong, Deputy Prime Minister and Minister for Trade and Industry of the Republic of Singapore, during his official visit to BRE’s office at SPARK Centre.

Present to welcome His Excellency Gan Kim Yong were Minister at the Prime Minister’s Office and Minister of Finance and Economy II Yang Berhormat Dato Seri Setia Dr Haji Amin Liew bin Abdullah, and Deputy Minister of Finance and Economy (Economy) Yang Mulia Dato Seri Paduka Awang Haji Khairuddin bin Haji Abdul Hamid. 

The visit marks an important milestone in the partnership between Brunei Darussalam and the Republic of Singapore, reaffirming both nations’ shared commitment to advancing cooperation in the energy, engineering, and industrial sectors.

BRE, a joint venture between Rotary Engineering Pte. Ltd. of the Republic of Singapore and the Government of His Majesty The Sultan and Yang DI-Pertuan of Brunei Darusssalam, through the Strategic Development Capital Fund (SDC Fund) under the Investment Division of the Ministry of Finance and Economy, was established to enhance Brunei’s engineering, procurement, and construction (EPC) capabilities, as well as long-term maintenance and workforce development. 

 During the visit, the Deputy Prime Minister toured BRE’s facilities and was briefed on ongoing and upcoming projects, including collaborations with Brunei Shell Petroleum (BSP) and Brunei Fertilizer Industries (BFI), with the inclusion of a tour of the BFI Plant and its Safety Park at Sungai Liang Industrial Park (SPARK). The discussions highlighted BRE’s focus on local workforce training, technology transfer, and sustainable industrial growth, aligning with both countries’ development goals. 

Earlier in March this year, BRE also signed a Maintenance Outsourcing Agreement with BFI dedicated to raising the benchmark of industrial maintenance in Brunei, where the BFI-BRE partnership outsources maintenance for BFI’s Ammonia & Urea facilities, boosting efficiency and sustainability while further creating opportunities for young Bruneians through training and mentorship in industrial maintenance. 

Deputy Chief Executive Officer of Rotary Engineering Pte Ltd and Director of BRE, Mr Koh Chun Peng, said the visit reflected the growing partnership between the Republic of Singapore and Brunei Darussalam in developing robust industrial capabilities. “Through BRE, we build a bridge between Brunei and Singapore to bring in more international investors to Brunei’s downstream energy sector. We partner closely with local service providers and local workforce to build a vibrant energy ecosystem.” 

The visit highlighted the continued strength of Brunei-Singapore economic relations, built on mutual trust and collaboration across key industries. 

BRE remains committed to expanding its footprint in Brunei and the wider Borneo region, with future plans to enhance engineering excellence, develop local talent, and contribute to the nation’s economic diversification.

Established in October 2013 and fully owned by the Government of Negara Brunei Darussalam, BFI’s state-of-the-art plant sits on a 55-hectare site in Sungai Liang Industrial Park in the Belait District and is primarily focused on the sourcing, production, distribution, sales and marketing of nitrogen fertilizers and industrial chemicals.
