The Research and Development Division was formally established in October 2018.

Prior to this, the Research function was under a Division known as the Research and International Division (RID). In October 2018, international affairs under RID's portfolio was absorbed to the International Trade and Affairs Division while the research function was absorbed to the Research and Development Division.
